At 17, she was a Mayoral Appointee to the SF Youth Commission and served as its first Chair. She then became the youngest appointee to the Human Rights Commission and co-chaired the youth and education Committee. Julia co-founded HOMEY, a grassroots nonprofit organization and received the California Wellness Foundation’s two-year Violence Prevention Fellowship. After achieving her Bachelors in Public Policy from Mills College, she served as the Director of the SF Youth Commission. Subsequently, Julia worked for the SF Juvenile Probation Department where she designed and managed one of the nation’s first ever Probation Department sponsored and court-mandated family-based programs resulting in a 32% reduction in youth recidivism rates. Julia earned a Master of Public Policy and served as a Teacher’s Aide to Congresswoman Barbara concurrently. Since June 2013, she has served as a Grant Manager for the Mayor’s Office of Housing and Community Development (MOHCD) where she serves as the program lead for all MOHCD youth-related programming, Mission and Excelsior District Public Services and Neighborhood Planning efforts. Most recently, she provided the expertise for the programming elements within MOHCD’s Five-Year Consolidated Plan, which sets the framework for the department’s investments.
